Robert F. Parker is the Deputy Director of Finance & Innovation Investment at the Maryland Clean Energy Center (MCEC). The MCEC is a corporate instrumentality of the state created to serve as a statewide clean infrastructure bank with a mission to accelerate Maryland’s transition to a clean energy economy. As a Statewide Energy Financing Institution, MCEC uses its unique financing capabilities to implement solutions to advance the adoption of clean energy products, services, and technologies, facilitate capital formation through leveraged and direct investment via public-private and public-public partnerships, which catalyzes business & job growth for a sustainable future. The MCEC operates financing programs targeted to serve various consumer audiences and underserved communities to ensure the transition to a clean energy economy is accessible to and benefits all Marylanders.

Mr. Parker has nearly 20 years of experience at the intersection of finance and innovation in ClimateTech, Renewable Energy, and the Clean Energy Transition in roles that range from investment banking & consulting to venture investing & project development to entrepreneur. His most recent professional roles have focused on scaling early and growth stage ClimateTech companies and helping them build a full, diversified capital stack, as well as supporting investment funds and government agencies dedicated to ClimateTech with due diligence, program development, and program operations. 

Mr. Parker has significant operating experience in a variety of B2B and Commercial & Industrial sectors in Energy, Finance, Utilities, Telecom, Government, and Non-Profits. He has supported strategy, operations, capital deployment, business development, finance, and growth at more than 200 projects and companies across multiple clean technology and decarbonization verticals, including: renewable energy generation, energy storage, energy efficiency, smart grid, waste-to-value, CarbonTech, FinTech, SaaS, PropTech, mobility & charging infrastructure, and AgTech.
